INVESTMENT OPPORTUNITY:

 The site is located in an unpolluted area with very clean air, with curative properties fact confirmed over time by the nearby location, in the locality of Bisericani (about 3 km away) of a sanatorium that treats respiratory diseases; the hospital of pneumophysiology Bisericani was founded by Dr. Ion Cantacuzino in 1905 and still works today with a capacity of approx.310 beds after the last modernization (2013).

• The location is in an area suitable for practicing sports in any season, as well as organizing expeditions, hiking on the well-known routes -in Piatra Neamt, there are two ski slopes, a cablecar, and a chair lift.                                


• The site is close to historical and religious monuments: Bistrita Monastery (about 1.5 km), Pangarati Monastery (about 5 km), St. John's Church and Clopotnita Tower (about 7 km), Monastery Varatec, Agapia (about 45-50 km), Neamt Fortress (about 55 km), etc.

• The location is relatively at short distance of the balneary/watering resorts in Neamt county, making it possible either for the locals (elderly) and tourists to walk, or to bring water with curative properties to the pools of the centre (we mention the fact that the spa resorts in Neamt County operate in relatively modest conditions or they are closed altogether, but the waters can be captured and transported to SPA centers).

• The site is located at a small distance from two picturesque reservoirs -Batca Doamnei lake and Lake Izvorul Muntelui and the Ceahlau Massif. The area around Lake Izvoru Muntelu has the potential to become a pole of tourist attraction at a regional and national level due to advantageous geographic location and the existence of transport corridors favoring the development of this area. The area around the lake is a very valuable territory in terms of natural heritage (nature reserves and parks) and built (valuable sites and objectives). According to the Zonal Territory Planning Plan elaborated for this territory, a variety of tourism types can be practiced in the area: leisure and recreation tourism (residential, environment, stay, short, itinerant, weekend), educational tourism (school camps, cultural tourism (museums, memorial houses, historical and architectural monuments), tourism (beach, sport - canoeing, winter sports), tourism (aqua land, club, loasir), sport tourism hiking, equitation, adventure, escalade, subaquatic diving, mountain bike, off-road, kayak-canoe, paragliding, ferry and tyrolean), therapeutic tourism,business tourism.



The proposed investment is necessary and timely because: 

  • In the area, there are elements of infrastructure (utilities at relatively small distances from the site, access roads) necessary for the implementation of the investments. 
  • The site is located on an urban land with a generous surface (very rarely seen in the area as a relatively compact body) in a picturesque area of Neamt County, near Piatra Neamt (at a distance of about 7 km from the city center).
  • The site presents interesting perspectives both for Alexandru cel Bun and for Piatra Neamt; also the picturesque area is given by the mountain peaks that surround the area and the valley of Bistrita, implicit of Batca Doamei reservoir.

                                                                                   


 Due to its favorable location, above all the heights in the area, the site has beautiful views of the area in any season and at any time of the day, benefiting from total sunshine. The site is located near the city of Piatra Neamt (about 6-8 minutes by car), thus providing the existent socio-cultural facilities in the city: museums, clinics, hospital, theatre, cinema, malls, etc.

                                                                   


 The site is located in Alexandru cel Bun commune, with most of the accommodation units (hostels, hotels) in Neamt County. These accommodation units are visited by both the transit and those interested in doing business in the area, but wanting to be accommodated in a picturesque setting, away from urban noise. However, there are no 4-5-star hotel accommodation units available in the area (swimming pool, spa centers, modern conference rooms, sports grounds, etc.). 

• The site is located at approx. 70 km. from Bacau Airport, 125 Km. from the airport in Iasi and approx. 110 km. from the Suceava Airport, distances that can be paced at reasonable times (the location is at a distance of about 1 km from DN15). At the same time, the site allows the construction of a heliport, if there are any requests in this regard.


GENERAL DATA:

• Led by legend from the old province of Moldova, with settlements framed in the unity and continuity of the evolution of the society in the entire Romanian space, Neamt County is situated in the central-eastern part of Romania, along the valleys of the Bistrita and Siret rivers, with an area of 589,614 ha , which represents about 2.5% of Romania's surface area.

• Neamt County is neighboring: in the North, Suceava County, Harghita County in the West, Bacau County in the South and in the East the counties of Vaslui and Iasi, which are all part of the North East Development Region, which is the eastern border of the European Union.

• Piatra Neamt is the seat of Neamt County. It is situated in the valley of the Bistrita river, more precisely at its exit from the mountains, at the confluence with the Cuiejdi river. On the globe, Piatra Neamt is located at 20 ° 22`` eastern longitude and 46 ° 56`` north latitude. Piatra Neamt is located in a between mountains basin at an altitude of 310 m, guarded by the peaks of Pietricica (590 m.) to the southeast, Cozla (679 m.) to the north, Cernegura (852 m.) to the southwest, Carloman (617 m.) the northwest and Batca Doamnei (462 m) to the southwest.

   
                                                                 


• The city and its surroundings enjoy all the advantages of a unique nature, a temperate continental climate with short, cool and pleasant summers, long autumns, mild winters, no big frosts and snow in abundance. It is a "small paradise" like a holiday resort. With such a natural setting, with easy connections to all the cardinal points, today's s territory of Piatra Neamt has always been a hearth of dwelling.

• The Alexandru cel Bun commune is located in the central-western part of Neamt County, on the middle course of the Bistrita River, to the west of the city of Piatra Neamt, in the direct vicinity of it. The commune is crossed by the national road DN15, connecting Piatra-Neamţ to Târgu Mureş; the commune consists of the villages Agârcia, Bisericani, Bistriţa, Scăricica, Vaduri, Vădurele, and Viişoara.                                               

• The location proposed for investment is located in the village of Bistrita of the commune Alexandru cel Bun, at a distance of approx.7km from the center of Piatra Neamt.


INVESTMENT DESCRIPTION:


The project proposes the construction of three different, functionally independent constructions. Two of these buildings will shelter residential centers for older people with over-average income, and the third building will be designed for a 4-star hotel intended for both visitors to the residential center for elderly people and tourists.



• Residential facilities will generally be aimed at people without locomotor disabilities or temporary disabilities; the centers will function in the form of apartment hotels where tenants have studios or apartments equipped with their own kitchens to prepare their own food; the tenants of these centers also have access to restaurants and bistros where they can optionally serve meals, depending on their choice. The centers will also have underground parking for the residents and facilities such as an indoor swimming pool, recreation room, religious ceremony halls, library, sports halls, beauty salons, winter gardens, etc. Residents will be provided with non-stop health-care assistance in the cabinets on the ground floor and cleaning services for their apartments, laundry, and ironing.
• The two residential centers will be located in the central-eastern part of the site. The buildings will have a rectangular shape and will consider the most favorable orientation of the apartments according to the cardinal points and the landscape -the most favorable perspectives being to E, S, and V. At the same time it will be taken into consideration the placement of the centers, as in at a convenient distance from the main road traffic. At the highest area of the site, the hotel placement is proposed.
• The traditional-contemporary architecture proposed will be achieved by a simple, rectangular volumetric with a roof-type roof (specific to the area) but with contemporary solutions generous glazed surfaces -Al or PVC joinery, curtain walls in the winter garden, ceramic plating type clinker, etc. -to integrate the building into the area. This approach also has the role of expressing the investor's respect for the area, towards the tenants and clients and, last but not least, to express the seriousness of the employees.
• The buildings for the proposed residential center will have a height of D (partial) + P + 3E + M and will be located at approx. 15-20 m away from the sidewalk of the proposed enclosure road on the E side of the land. The main accesses will be on the E side, the buildings having many secondary accesses on the other sides. The buildings intended for the residential center for elderly people are in the shape of the letter T with the sides of approx. 46-47 m; the two volumes are articulated around a central lobby where the main vertical movements (staircase + lift) are also located.

• The hotel follows the architecture of residential centers with the indication that it has a smaller size; so its sides are 40-48 m long; unlike the buildings of the residential centres, in the hotel function was placed the pool in the semi-basement, in a separate volume from the rest of the main building, but that communicates with it. Continuing the pool covered in the semi-basement (illuminated by a skylight) was placed in the uncovered pool. The main access of the tourists will be also on the E side; the access of the personnel will be done on the N side and the supply side -in the SE part of the building, through the basement.


• The buildings will be organized very simply, according to a fluent and communicating scheme, according to the requirements of the beneficiary. Thus, in the buildings of the residential center for the elderly, at the level of the basement will be placed approx. 33 parking spaces for the tenants, a service yard for supply, heating, and ventilation, as well as the equipment necessary for the swimming pool operation. 
• On the ground floor, there will be a reception hall, a restaurant, a bistro, a lounge, a library, a swimming pool with dressing rooms, administrative areas, medical practices, body care rooms, and laundry.
• On level 1 and 2 floors, approx. 33 suites/building intended to accommodate approx. 66 people. These suites will be equipped with their own kitchen; the living room will be organized in a night area and a day area; the suite will also have a loggia.
• On the third floor and the attic floor there will be 16 penthouse apartments with three rooms (living room on the third floor and 2 bedrooms at the level of the attic) and a two-room apartment (living room + bedroom); these apartments will be equipped with a washroom, 2 bathrooms, kitchen, and loggia. At the level of the 3rd floor and attic, there will be obtained a minimum of 34 accommodation places/buildings. All penthouse apartments will be fitted with a fireplace. Also at the level of the attic, there will be a meeting room with a capacity of 50 people;  various activities can be made in this room, including religious processions. Access to the hall will be via a reception hall directly connected to the main elevator and the main staircase.
• The hotel will be organized similar to the buildings of the residential center, but with functions and facilities specific to the tourism buildings. Thus, at the level of the ground floor, there will be a reception, reception hall, administrative spaces, restaurant, breakfast room and their annexes (kitchen, food storage, changing rooms, etc.), conference room and a day bar. Upper-level floors will be rooms and apartments for tourists. Underground parking, swimming pool with annexes (changing rooms, sauna, massage, etc.) and technical spaces (central heating, central heating, etc.) will be located in the basement. 

TECHNICAL DATA:

The main buildings will have the height D+P+3E+M and the following surfaces: 
- the buildings of the residential center for the elderly (2buildings): Floor area/building = 7333 sqm. Groundfloor/building = 1340 sqm.
- the hotel: Surface developed = 6153 sqm; Surface built on the ground = 1060 sqm.

The structure of the buildings will be made up of poles, beams, and reinforced concrete floors; the floorboards will be of the type to facilitate the overall versatility of the building (in the event of re-partitioning over time) and to facilitate the execution of the installations; on the contour, there were reinforced concrete beams. 
The assembly will have all the utilities: connection to water networks, sewerage, electricity, natural gas, telephony, and internet. Currently, in the neighboring area-at a distance between 170-200m. - there are all the necessary utilities. The heating will be done by means of own gas-fired power plants and located in the basement of the building. Depending on the customer's option, heating systems such as"heat pumps" can also be installed -the surface of the adjacent building allows this. Ventilation will be done both naturally through doors and windows as well as mechanically through ventilation plants located in the basement of buildings.

The legal status of the land to be occupied: The land for the residential complex Dumbravita has an area of approx. 33000 sqm. and is privately owned; the terrain is free of load. 
Final landing situation: The area of land to be occupied by construction is approx. 4000 sqm; to it are added the access roads, parking platforms, construction sidewalks, traffic routes in the proposed park and tennis courts. 
The total value of the investment is 15,947,638 EURO without T.V.A. of which C + M 12,839,090 EURO. The value of the works, established on the basis of similar works indexes and based on preliminary analytical calculations, is presented in valid prices on 01.06.2017. The value of the investment does not include the value of the land, an estimated price of approx. 32 EURO/sqm.
